[Pilot-Unix] prc-tools 0.4.2 announce

This is the announcement for prc-tools 0.4.2. This is a minor release
which updates pilrc to Wes' version 1.3. It also adds optional support
for run time relocation, thanks to Kresten. People already using 0.4.0
or better only need to upgrade obj-res and pilrc.

Other than these 2 enhancements, this release is the same as 0.4.1, and there
are no bug fixes that ppl should apply. 0.4.0 and older had a nasty bug in
obj-res, and ppl should upgrade immediately.

Things _not_ in this release include syspacket debugging with gdb from Ken A,
fflush() for the LCD "console" that I lost with an accidental "rm"
command and have to re-write. Palm has also made noise about new
headers (in sync with their own), and these are not yet ready. The
scribble app contributed by Roger E. Critchlow Jr. will be included soon
as the example code, but as yet there are still some unresolved crashes
that look to me like alignment troubles (possibly gcc's fault).

Happy hacking :-)
